It depends on how old your cell phone is.

Cell phones in the last couple of years have a little smart-card in them that will usually survive a dunking. They can take the card out and put it in a new phone, and it copies your information into the new phone.
I am assuming the phone is dead or you wouldn't be asking the question. If the phone is dead and your phone settings stored your contacts in the phone's memory, then you may be out of luck. If the phone uses a SIM chip technology, then your contact information might be recoverable. It depends on the settings you had for your old phone (storing on the SIM chip vs. storing in the phone's memory).

GSM phones (such as those used by Cingular and T-Mobile) or IDEN phones (such as those used by Nextel) use a SIM chip (usually hidden under the battery) that might still be functioning. Put that chip in another phone from that same carrier and see if your contacts come up.
